Sizin runtime.txt dosya kullanmak istediğiniz sadece piton sürümüne sahip olmalıdır ve requests kelimesini kaldırmanız gerekiyor:

python-2.7.9 

Yapmakta olduğunuz hata, buildpack'in requests python-2.7.9 adında bir python sürümü bulmaya çalışmasıdır ve mevcut değildir.
